The rules on construction product data are changing

For most of the last five years, construction product data has been a safety conversation. It’s fast becoming a question of what you can sell, and who you can sell it to.

The Construction Products Reform White Paper, published in February 2026, brings every construction product sold in the UK into scope. Regulations are due by the end of 2026, with implementation planned for late 2027.

The EU is moving the same way, with Digital Product Passports for construction products coming through its revised Construction Products Regulation. Closer to home, CCPI-verified manufacturers are beginning to ask their own suppliers to achieve verification.

Most businesses are aware of what’s coming. Fewer have settled on where to start, or how to fund it.

How the session works

One 90-minute session online, for 12 to 15 senior people from across building materials and construction: manufacturers, merchants, distributors and the contractors who rely on their data.

A discussion-led format

The session has no slides or presentations. Tim will chair the conversation around three questions and give participants the floor.

A summary of themes within a week

All participants will receive an anonymised summary of the key themes, giving a view of how others in the sector are approaching these changes.

What’s coming, and what would you do first?

The regulations are broadly understood. The harder decisions are which deadline to prioritise and where to begin.

For example

  • Which deadline is your business working to, and who set it: a regulator or a customer?
  • If the reform regulations are introduced as drafted, where would your business feel the pressure first?

Does compliance help or hurt when the market is shrinking?

Compliance investment is being requested at a challenging point in the market cycle. Some see well-documented products as a way to win specification, while others see a cost without a clear return. Both perspectives are welcome.

For example

  • How have you approached making the case for compliance investment to your board this year?
  • Are you seeing work won on the strength of product documentation?

What’s changing inside businesses because of this?

This part of the discussion moves from plans to the practical changes businesses have already made.

  • Have you changed who owns product data, or created a role that didn’t exist two years ago?

VP Digital Product Passport, Pimberly

Tim leads Pimberly’s work on product data compliance and Digital Product Passports, including a government-backed research project with the University of Essex on building passport compliance into product information systems. He sits on the Construction Products Association’s Technical Committee, and contributed to The State of Product Data in UK Construction 2026, Pimberly’s research with 80 senior decision-makers in the sector.

Gareth Thomas

Managing Director, Data Yard

Gareth leads Data Yard, the industry-owned product data pool launched in 2025 as a joint venture between the BMF and NMBS. Data Yard gives suppliers a single, secure route to share structured product data with builders’ merchants. It is now backed by over 55% of the merchant sector, and more than 165 suppliers have already signed up. Gareth brings a long career in commercial and supply chain leadership, much of it closely tied to data management. He also sits as an advisor to ETIM UK&I, helping shape the classification standard for technical product data in the sector.

Is there a cost?

There’s no cost to attend. The session is free for everyone taking part.

Will anything I say be attributed to me?

The session is held under the Chatham House Rule, so the discussion can be used afterwards without identifying who said what or which organisation they represent. The session isn’t recorded, and the summary of themes won’t name any individual or business.

Will Pimberly be presenting its software?

The session is a discussion between participants, and there won’t be any product presentation, demonstration or sales follow-up. Pimberly is convening the group, with Tim Bodill as chair.

Can a colleague attend in my place?
